Challenge

The dig­i­tal and com­mu­ni­ca­tion teams at Bruges were strug­gling with the com­plex inte­gra­tion of online and offline city ser­vices. Their aim was to cre­ate a sin­gle dig­i­tal por­tal for all kinds of cit­i­zens, com­bin­ing all ser­vices, while still being easy to nav­i­gate for users. To tack­le this chal­lenge head-on, our experts made it their goal to ensure that users could find all the infor­ma­tion they need­ed with­in four clicks.

Exten­sive user test­ing laid the foun­da­tion for the design of this user-friend­ly web­site. We devel­oped a com­plex, yet acces­si­ble infor­ma­tion archi­tec­ture to make all infor­ma­tion reach­able with­in four clicks. The website’s entire struc­ture was the result of a thor­ough user-test­ing process, engag­ing var­i­ous peo­ple in inter­ac­tive work­shops, co-cre­ation ses­sions and embed­ded in exten­sive data research. Thus mak­ing sure that the final design was user-cen­tric and aligned with the needs and expec­ta­tions of the public.

The next step was to cre­ate a sys­tem for Bruges that allows city admin­is­tra­tors to man­age mul­ti­ple web­sites from one Dru­pal con­tent man­age­ment sys­tem. This set­up is called a mul­ti-site dis­tri­b­u­tion, which means that dif­fer­ent web­sites can be man­aged togeth­er, but each site can still have its own con­tent and unique fea­tures. Com­mu­ni­ca­tion experts from dif­fer­ent city depart­ments can cre­ate and update their own web­site pages while keep­ing every­thing cross-web­site con­sis­tent. Using flex­i­ble com­po­nents, they can to cus­tomise con­tent while main­tain­ing a uni­fied design and lay­out. This scal­able approach not only sim­pli­fies con­tent cre­ation for all staff in com­mu­ni­ca­tion teams, but also sup­ports Bruges’ over­all dig­i­tal growth and future needs.

To keep track of user behav­iour, we pro­posed the Euro­pean web ana­lyt­ics soft­ware Mato­mo, which col­lects user data in a secure and GDPR-com­pli­ant man­ner. With this set­up, the core project team at Bruges’ is able to track and analyse web vis­i­tors, gath­er­ing insights to opti­mise the web­site in the future.

Implementation

The design and devel­op­ment process required inten­sive and con­struc­tive col­lab­o­ra­tion between city employ­ees and Hype­r­i­on. We achieved this by using the Agile method­ol­o­gy backed with the project man­age­ment soft­ware JIRA. Our joint efforts were sup­port­ed by week­ly core team meet­ings, month­ly steer­ing com­mit­tee meet­ings, and week­ly on-site pres­ence to make sure team Bruges kept track of our progress and offered feed­back and sug­ges­tions at the right time in development.

Build­ing towards the launch of the web­site, our UX design­ers, devel­op­ers and mar­ke­teers worked togeth­er con­stant­ly to con­nect all dots con­sid­er­ing user expe­ri­ence, site per­for­mance and search engine opti­mi­sa­tion (SEO).

The mar­ket­ing data experts at Hype­r­i­on made sure the ana­lyt­ics tool Mato­mo was imple­ment­ed cor­rect­ly, tak­ing care of the more tech­ni­cal part of data capturing.

Prac­ti­cal train­ing ses­sions famil­iarised employ­ees of Bruges’ with this data ana­lyt­ics tool, offer­ing hands-on expe­ri­ence and a handy play­book to con­fi­dent­ly start analysing user behaviour.

Results

Pre­vi­ous­ly, to facil­i­tate the oper­a­tions of the City of Bruges, var­i­ous tools were used. Now, the new web­site com­bines all these ele­ments into one func­tion­al back-end. This cen­tralised set­up ben­e­fits not only employ­ees and admin­is­tra­tors, but also cit­i­zens. Vis­i­tors of the web­site can now smooth­ly access the city ser­vices and resources, result­ing in an increase of 18% of vis­its com­ing from search engines like Google. Once on the web­site, they can find an answer with­in 4 clicks. Adding to that, more than 65% of vis­i­tors who start the online appoint­ment sched­ul­ing process also fin­ish it.

The invest­ments in the sus­tain­able and reusable nature of the web­site were received enthu­si­as­ti­cal­ly by the team at Bruges. Devel­op­ing a dis­tri­b­u­tion sys­tem that can be reused for oth­er city ser­vices, allows all com­mu­ni­ca­tion teams to set up their own ver­sions with min­i­mal effort. Exist­ing func­tion­al­i­ties like search and appoint­ment sched­ul­ing are imme­di­ate­ly avail­able and con­fig­urable for each ser­vice. This increas­es the return on invest­ments and ensures that updates and oper­a­tions can be cen­tral­ly managed.

This scal­a­bil­i­ty and flex­i­bil­i­ty results in a cit­i­zen-ori­ent­ed web­site that enables the city of Bruges to face its dig­i­tal future with confidence.
